To better serve the public, the City Government Department heads armed themselves with the latest auditing trends through a seminar held on May 31 at the Audio Visual Room of the City Hall.
The seminar was spearheaded by the City Human Resource Management Office (CHRMO) led by Ms. Cristina H. Apostol.
The CHRMO invited Atty. Amante A. Liberato to conduct lecture on the updated laws regarding government financial transactions and material control. Atty. Libereto is an accounting lawyer and serves as a consultant of different government agencies on financial matters.
In attendance were the heads of different city departments and members of Balanga’s Bid and Awards Committee (BAC).
To further maximize the lecture’s benefit, the city government opened it to auditors from various provincial government offices. The auditors who attended the lecture were Provincial Auditor Leonida Tanega, Supervising Auditor Josefina Serrano, and Balanga State Auditor Ma. Mignon De Guia.
Mayor Francis Anthony S. Garcia, together with Councilor Jorescel Panganiban, graced the said lecture to show his full support to the city head’s initiative to learn governance novelties.
Aside from empowering city government employees so they could respond to the Commission on Audit’s (COA) new standards on financial reporting, the seminar was also done in preparation for the imminent Seal of Good Local Governance (SGLG) validation in Balanga City.
Given by the Department of the Interior and Local Government (DILG), SGLG is an award for local government units (LGUs) that exhibit best practices in diverse areas – including financial management.
In the past, Balanga City always received the SGLG award. The city’s notable governance practices include streamlining of basic services and ease of doing business.
Challenge of Continuous Growth
A staunch advocate of lifelong learning, Mayor Garcia always stressed the importance of continuous development among city government employees.
On one occasion, the mayor encouraged his colleagues to welcome benchmarking tours generously since they are avenues for knowledge sharing.
“Kapag may mga nagbe-benchmark dito sa atin, huwag nating kalimutan na matuto rin mula sa kanila,” said Mayor Garcia. “Hindi lang tayo ang may ibabahaging kaalaman, kundi ang mga bisita rin natin.”
