October 27, 2017 saw Barangay Cupang Proper officials headed by Punong Barangay Norman Guila and their Lupong Tagapamayapa (LT) welcome validators from the National and Regional Offices of the Department of the Interior and Local Government (DILG) who assessed the Lupon’s performance for possible recommendation to the Lupong Tagapamayapa Incentives and Awards (LTIA).
City officials led by Mayor Francis Anthony S. Garcia and Vice-Mayor Vianca Lita V. Gozon, and Governor’s representative Board Member Gaudencio Ferrer warmly welcomed the guests who asked tough questions of the Lupon.
Lupong Tagapamayapa is an administrative body created by law to operationalize the barangay justice system better known as “Katarungang Pambarangay” (KP).
The Lupong Tagapamayapa Incentives Awards (LTIA) was established pursuant to Section 406 (b) of the LGC of 1991 which mandates the DILG to grant economic and other incentives to Lupong Tagapamayapa for their outstanding contribution to attain the objectives of the Katarungang Pambarangay.
LTIA has three (3) major criteria, namely: Efficiency in the operations of the Lupong Tagapamayapa; Effectiveness in attaining the KP Objectives; and Creativity and Resourcefulness in the administration of KP, and four (4) categories: Highly Urbanized City, Component City, 1st-3rd class municipality and 4th-6th class municipality.
The 2017 LTIA On-Site Validation Team was led by NBOJ Chairperson Justice Bernardo P. Abesamis, Other NBOJ members who came with him were Assistant Director Vivian P. Suansing of DILG, Assistant State Prosecutor Marmarie P. Satin-Vivas, of Department of Justice (DOJ), and Deputy Executive Officer Myrna DP Medina and Attorney Christine Leones of NAPOLCOM, Composing the LTIA National Secretariat were Division Chief Ms. Maria Emelinda P. Aguilar, Ms. Celedonia R. So, Mr. Licer Jesus R. Plaza, and Ms. Estela C. Tuazon.
Board Member Gaudencio Ferrer of 1st District, Bataan came in behalf of Governor Albert Garcia, In his message, he mentioned that he is “honored to know that Cupang Proper is a finalist for Lupong Tagapamayapa National Level. This is our aspiration — to see the fruits of our hard work, and how far we have gone to comply with the parameters to qualify to be a finalist.”
The Sangguniang Panglungsod headed by Vice-Mayor Vianca Lita Gozon lauded the good work being done by Lupong Tagapamayapa which fosters closer relationship among barangay residents by swiftly settling misunderstandings and addressing various complaints at the barangay level, freeing the courts to focus on more serious cases.
Mayor Francis Anthony S. Garcia, in his message shared what he learned about Lupon from his late father Governor Enrique Garcia, He mentioned that through Lupong Tagapamayapa, problems between and among residents are resolved at the barangay level without the need to resort to a higher court. It also improves relationships between members of the community because conflicts are resolved fairly. Lupon frees the city government from settling misunderstandings between barangay residents. Petty crimes are also solved. Another important component is citizens’ participation under the guidance of the Punong Barangay. iPatroller is also another way for residents to participate. Barangay officials are on call to address problems that may arise. All of these contribute to Balanga City being a conducive place to live in. “As mayor of this city, I am proud of the Lupon for its achievements,” he said.
As the audit continued, Punong Barangay Norman Guila and Lupong Tagapamayapa members confidently answered tough questions hurled at them by the validators. The questions focused primarily on how the Lupon resolves conflicts and the interventions introduced. Of the 10,400 barangay residents, 171 cases were mediated by the Lupong Tagapamaya with the Barangay Council. With twelve (12) dynamic members, majority of whom were female belonging to different fields of expertise, Lupon primarily focused on trainings sponsored by Mayor Garcia.
